The Common European Framework of Reference for Languages: Learning, Teaching, Assessment, abbreviated as CEFR, is a conceptual framework created in Europe (and adopted in Colombia), which provides standards for Learning, Teaching and Assessment of languages.
The objectives of the CEFR are:
Further intensify the learning and usage of languages as a means to facilitate international communication.
Promote and facilitate cooperation of educational institutions in different countries.
Provide a sound basis for the mutual recognition of language qualifications.
Assist learners, teachers, course designers, examining bodies, and educational administrators to situate and coordinate their efforts.
One of the aims of the Framework is to help partners to describe the levels of proficiency required by existing standards, tests and examinations in order to facilitate comparisons between different systems of qualifications. For this purpose the Descriptive Scheme and the Common Reference Levels have been developed.
